The Marine Living Resources Fund (MLRF) is a statutory fund listed as a Schedule 3A Public Entity in Government Gazette 22047 of 16 February 2001 under the Public Finance Management Act, 1999 (Act no 1 of 1999) and established in terms of the Marine Living Resources Act and its Regulations, 1998 (Act No. 18 of 1998) and falls under the control of the Department of Forestry, Fisheries and the Environment.
The Marine Living Resources Fund (MLRF) is responsible for processing and issuing of permits and licences to the registered applicants. The e-Fishing platform has been developed to manage the following permits and licences:
1. Recreational Fishing in South African Waters.

- East Coast Rock Lobster
- Mollusks
- Mud Crab
- Marine Aquarium
- Angling
- Spear Fishing
- Use of Cast or Throw Nets
- Vessel (payable by skipper)
- Drag Net (50 prawns only in KZN)
- Hoop Net (Glassies and Squid only in KZN)
- Mussels (30 Mussels only in KZN)
- Oyster (25 Oysters only in KZN)
- Mollusks
- Mud Crab
- Marine Aquarium
- Angling
- Spear Fishing
- Use of Cast or Throw Nets
- Vessel (payable by skipper)
